Harold Brady has worked in the DEQ - Division of Water Resources focused on water supply planning for 17 years. During that time, he has served in many different roles including, the water supply development coordinator and the water withdrawal and transfer registration coordinator. This has led to considerable involvement with numerous Interbasin transfers (IBTs) across the state. Mr. Brady is originally from the Sandhills and a graduate of NC State University.

Joe Koon is the Director of the Division of Water Resources in SCDES’s Bureau of Water. He oversees Hydrology, Groundwater and Surface Water Withdrawal, Underground Injection Control, and the Private Well programs. These programs focus on planning and coordination, permitted use and reporting, and management of the State’s water resources.
Prior to this role, Joe spent 9 years in the Mining and Reclamation Section where he coordinated activities and staff involved in permitting and inspection of mining operations in the State. He began his career at DHEC now SCDES spending 4 years in the Federal Facilities Administration Section coordinating remedial activities with the Department of Energy at the Savannah River Site.
Prior to DHEC, Joe spent 10 years in the private sector with environmental consulting and industry. He received his Bachelor of Science Degree in Environmental Geology from Clemson University in 2000. Outside of the office, Joe enjoys volunteering in his community and spending time with his family and friends enjoying the great outdoors.
Linwood Peele has worked in the DEQ - Division of Water Resources focused on water resources planning and management for more than 30 years. During most of this time, he served as the Water Supply Planning Branch Supervisor with the Division of Water Resources. He is responsible for supervising the Water Supply Planning Branch, while providing technical assistance to local government water systems with Local Water Supply Plan and Water Shortage Response Plan development, review, and approval, water supply assistance and implementation of HB609, water efficiency and conservation, drought monitoring and management, Water Withdrawal & Transfer Registration, Interbasin Transfer Certification, along with many other water supply issues. Linwood also supervises the Project WET and Stream Watch programs for the Division. Linwood holds a Bachelor of Science degree and a Master of Science degree in Civil Engineering (with a water resources concentration) from North Carolina A&T State University.
